Toromont CAT Enables Governed Innovation with Power Platform (CoE) Powered by Visionet

The client serves customers across Manitoba, Ontario, Quebec, New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador, and Nunavut, with an annual revenue of approximately CAD 5 billion. The organization delivers end-to-end equipment solutions, including new and used equipment sales, rentals, parts, and service, supporting a wide range of industries and operational needs. As adoption of Microsoft Power Platform expanded across teams, the organization prioritized establishing a governed, scalable foundation to support enterprise-grade low-code development and long-term platform control.

Challenges

The IT team had been leveraging Microsoft Power Platform to support a growing set of low-code and no-code applications developed internally. However, as usage expanded across teams, the organization faced a key challenge: a lack of a centralized governance model to monitor and manage Azure consumption or license usage effectively. Without standardized oversight, the environment risked becoming difficult to scale and control, particularly as more business users and makers introduced new apps and workflows.

Key challenges included:

  • Lack of centralized governance to manage Power Platform adoption at scale
  • Limited ability to monitor Azure consumption and licensing usage across environments
  • Need for a structured approach to environment management, controls, and best practices
  • Lack of standardized ALM (Application Lifecycle Management) pipelines to support consistent deployments
  • Requirement for role-based enablement and training across different user personas
  • The client needed a governance foundation that supported innovation, but with the controls required for enterprise delivery.

Solutions

Power Platform Center of Excellence (CoE) implementation

Visionet implemented a Power Platform Center of Excellence (CoE) for the client to establish centralized governance, improve operational visibility, and enable scalable adoption of low-code solutions. The implementation was delivered through a structured rollout approach focused on validation, readiness, and production alignment.

Key implementation highlights

1) Deployment in pre-production (Sandbox) The solution was initially deployed in a pre-production (Sandbox) environment that closely mirrored the production setup. This approach ensured the implementation could be thoroughly validated before moving into production operations.

2) ALM pipelines & environment strategy A structured approach to ALM pipelines and environment creation was implemented and successfully completed. This established a repeatable foundation for application deployment and governance across the Power Platform landscape.

3) Deployment best practices & operational guidance Solution deployment steps and best practices were shared with the client , ensuring the internal teams had clear guidance on how to operate within a governed framework.

4) Role-based training and hands-on enablement Hands-on training sessions were conducted for key personas, including:

  • CoE Admin
  • Maker
  • End Users
  • These sessions were designed to ensure adoption and enablement across CoE applications and governance workflows.

Governance, optimization, and production readiness Following the core implementation, additional governance and operational activities were delivered to ensure long-term scalability:

5) Best practices training (with hands-on practice) focused on Power Platform best practices were delivered with hands-on practical exercises to support real-world adoption.

6) Environment clean-up activities were successfully completed during the working sessions, helping improve operational hygiene and reduce unmanaged sprawl.

7) Business owner governance process in production A Business Owner Governance Process aligned to the organization was delivered in production, enabling clear ownership and governance accountability.

8) User stories delivered All scoped user stories were developed, validated, and deployed as part of the engagement.

9) Delivery completed on agreed schedule The development and rollout were completed on the agreed schedule using low-code configuration and customization, ensuring timely execution without compromising governance outcomes. The deployment activity was smooth and completed within the allocated window.

Impact

By implementing a Power Platform Center of Excellence and establishing governance foundations, Visionet helped the client achieve measurable operational improvements:

  • Improved governance through centralized oversight and structured controls.
  • Cost optimization and visibility, improving understanding of platform usage and consumption.
  • Hands-on training delivered for CoE Admins, Makers, and End Users.
  • ALM strategy and pipelines delivered, enabling scalable and repeatable deployments.
